We are providing this information in the hope that it will be useful to you and encourage you to report any hate speech you encounter — especially that directed at Roma people — to the administrator of the website where you observed the hate speech.
If you come across hate speech on a website, it's important to respond appropriately. Hate speech is not just offensive — it can also be illegal, especially if it incites violence, discrimination, or hatred toward individuals or groups based on their race, religion, gender, nationality, sexual orientation, or similar characteristics.
Steps to Report Hate Speech to Website Admin:
- Document the content:
- Take screenshots.
- Record the date, time, and exact URL of the page where the content appears.
- Report the content to the website:
- Most websites have an option to report inappropriate content (buttons like "Report," "Flag," etc.).
- If there's a contact email for the website administrator, send a message describing the issue along with any evidence.
- Report to relevant authorities:
- In Croatia, you can report hate speech to:
- The police – in person, by phone, or through their official website.
- The cybercrime unit of the Zagreb Police Department for more serious cases.
- The Ombudsperson for Human Rights via the official website form or via the website promijeni.net.
- The Safer Internet Centre (www.csi.hr) – they accept reports of hate speech, violence, and online abuse.

If you come across hate speech on a website that violates laws or acceptable use policies, one of the most effective ways to respond is to report the content to the website’s hosting provider – the company that maintains the servers where the website is hosted.
Steps to Report Hate Speech to a Hosting Provider
1. Collect Evidence
- Take clear screenshots of the hate speech content.
- Record the full URL (web address) of the page where it appears.
- Note the date and time when you accessed the page.
- If possible, save a copy of the webpage as a PDF for your records.
2. Identify the Hosting Provider
- Go to a domain lookup service such as:
- https://whois.domaintools.com
- https://whois.icann.org
- Enter the website address (domain) where you found the hate speech.
- Look for information such as:
- "Hosting Provider"
- "Name Server"
- "Registrar"
- These details will help you identify the company that hosts the website.
3. Find Contact Details
- Most hosting providers have a dedicated "Abuse" contact email, often in the format: abuse@hostingprovider.com.
- Visit the official website of the hosting company and look for sections like:
- “Report Abuse”
- “Contact”
- “Legal” or “Acceptable Use Policy”
4. Send a Report
Write a clear and respectful message including:
- The exact link (URL) to the hateful content.
- A brief description of the issue and why it violates anti-hate speech rules (e.g., incitement to hatred or violence, racist language against Roma people, etc.).
- Attach any screenshots or documentation you have collected.
